Breaking News: Health Advisory for Contra Costa County

The Bay Area Air Quality Management District reports that parts of our county have unhealthy air due to smoke. Please follow the following tips to protect yourself and your loved ones. Everyone, especially children, should reduce outdoor activity. Active children and adults, and people with respiratory disease such as asthma, should avoid prolonged outdoor activity. Masks are not a substitute for staying indoors. Masks such as the N-95 are not effective for untrained users and may be dangerous for people with lung or heart conditions. N-95 masks may be helpful for people who must work outdoors if properly fitted. Employees should work with their employers for direction on when/how to use N-95 masks. Seek medical attention if you experience symptoms like repeated coughing, difficulty breathing, wheezing, chest tightness, palpitations, nausea, fatigue or lightheadedness. Chevron Submits Root Cause Analysis Report

The Contra Costa Health Services Hazardous Materials Division has received a final report from Chevron on what Chevron's finding are regarding the root causes of the August 6, 2012 fire at its refinery in Richmond.

The report talks about what Chevron's investigation covered, factors that led to the incident, management systems that failed and the corrective actions that they are taking to address those issues.

Contra Costa Health Services Hazardous Materials is reviewing the report and will continue to work with the U. S. Chemical Safety and Hazard Investigation Board, US EPA, Cal/OSHA, and the Bay Area Air Quality Management District to investigate the circumstances and cause of the refinery fire. When the final reports are issued by these agencies, Contra Costa Health Services Hazardous Materials will determine if there are any additional issues that need to be addressed or actions taken.

The City of Richmond Industrial Safety Ordinance requires facilities that have a major chemical accident or a release to perform an incident investigation including a root cause analysis. The ordinance requires the facilities to submit the final incident investigation and root cause report to Contra Costa Health Services when it is complete. Contra Costa Health Services Hazardous Materials will review the report and submit any follow-up questions and comments to Chevron to address if any are needed.
