    Measure X RFP

The Department of Conservation and Development (DCD) and the Contra Costa Health Services Department, Health, Housing and Homeless Services (H3) Division, otherwise referred to as "the County", are seeking qualified, experienced, community-based providers to participate as contractors to serve people experiencing homelessness and people at risk of experiencing homelessness. The funding for this RFP includes, but is not limited to, Contra Costa County's Measure X Housing Fund.

Measure X is a voter-approved 20-year tax initiative that will provide funding for many critical services in Contra Costa County, including services for people at-risk of homelessness and experiencing homelessness. On November, 16, 2021, the Board of Supervisors approved and committed a portion of Measure X funds for the creation of the Measure X Housing Fund to support the development of new affordable housing, homeless prevention services (including tenant legal services and rental assistance services), innovation/capacity building activities, and homeless crisis response services. This RFP is only soliciting responses for homeless prevention services, innovation/capacity building activities, or homeless crises response services.

Responses to this RFP may also be considered for other homeless services funding streams in addition to Measure X Housing Fund funding during the application review process. Details about the various funding streams are included in the RFP. Please see important dates below and full details in the posted Request for Proposals posted below.
