  • Current Funding Opportunities For Homeless Service Providers
    Measure X RFP

    The Department of Conservation and Development (DCD) and the Contra Costa Health Services Department, Health, Housing and Homeless Services (H3) Division, otherwise referred to as "the County", are seeking qualified, experienced, community-based providers to participate as contractors to serve people experiencing homelessness and people at risk of experiencing homelessness. The funding for this RFP includes, but is not limited to, Contra Costa County's Measure X Housing Fund.

    Measure X is a voter-approved 20-year tax initiative that will provide funding for many critical services in Contra Costa County, including services for people at-risk of homelessness and experiencing homelessness. On November, 16, 2021, the Board of Supervisors approved and committed a portion of Measure X funds for the creation of the Measure X Housing Fund to support the development of new affordable housing, homeless prevention services (including tenant legal services and rental assistance services), innovation/capacity building activities, and homeless crisis response services. This RFP is only soliciting responses for homeless prevention services, innovation/capacity building activities, or homeless crises response services.

    Responses to this RFP may also be considered for other homeless services funding streams in addition to Measure X Housing Fund funding during the application review process. Details about the various funding streams are included in the RFP. Please see important dates below and full details in the posted Request for Proposals posted below. Responses to the RFP are due no later than March 3, 2023 by 5:00 pm.

  • Federal Funding

    Housing and Urban Development (HUD) Continuum of Care (CoC)

    Description: The CoC Program (24 CFR part 578) is a program of the federal Department of Housing and Urban Development and is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, States, and local governments to quickly re-house the homeless while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by the homeless; and to optimize self-sufficiency among those experiencing homelessness.

    2022 Competition

    The 2022 Department of Housing and Urban Development (HUD) Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) Consolidated Application is now available. This consists of the Contra Costa Continuum of Care (CoC) Application and Priority Listing, which will be submitted as the 2022 CoC Consolidated Application for the Contra Costa CoC. The CoC Application and Priority Listing are posted online for review by the public and all stakeholders in the homeless system of care, including any experts or community members who have feedback they would like to share with the CoC prior to submission on Thursday, September 29, 2022. Please submit all feedback to contracostaTA@homebaseccc.org.

  • State Funding

    Current State Homeless Funding Applications

    This funding is specifically for Continuum of Care Collaborative Applicant (H3). Any additional funding opportunities for individual applicants will be posted under Current Funding Opportunities.

    Homeless Housing and Prevention (HHAP) Round 2

    Description: HHAP is a $650 million block grant program designed to support regional coordination and expand or develop local capacity to address immediate homelessness challenges throughout the state. Spending must be informed by a best practices framework focused on moving homeless individuals and families into permanent housing and ensuring those individuals and families to maintain their permanent housing. HHAP is authorized by AB 101 (Committee on Budget, Chapter 159, Statutes of 2019), which was signed into law by Governor Gavin Newsom on July 31, 2019.

    Amount: $2,424,178

    Use by: June 30, 2025

    Uses:

    • Youth (approximately $194,000)
    • Rapid Rehousing (approximately $500,000)
    • Future East County Interim Housing Program operations (approximately $1.4 million),
    • Administrative expenses (approximately $130,000).

    Current State Funding

    California Emergency Solutions and Housing (CESH)

    Description: CESH, the result of the passage of California S.B. 2, is a $53 million source of one-time funding for homelessness services and affordable housing to be administered by the Department of Housing and Community Development (HCD).

    Amount: $1.4 million

    Use by: 2025

    Uses: On 10/3/19, the Council on Homelessness voted to disburse both allocations at one time and set these priorities for proposed CESH funded projects:

    1. Expanding Rapid Resolution and Increase Emergency Shelter Beds
    2. Expand outreach
    3. Expand prevention

    Homeless Emergency Aid Program (HEAP)

    Description: This block grant program is designed to provide direct assistance to cities, counties and Continuums of Care to address the homelessness crisis throughout California. It is designed to provide immediate, one-time, flexible funding and provide support until additional resources are available (i.e. SB 2, No Place Like Home, SB 3).

    Amount: $7.2 million

    Use by: 50 percent of the awarded funds must be contractually obligated by January 1, 2020 and 100 percent of the funds must be expended by June 30, 2021.

    Uses: Based on community input, on November 1, 2018, the Contra Costa Council on Homelessness voted on the following allocations for this funding.

    • Youth Set Aside of 8% to continue HEAP funded mobile youth outreach services
    • Remainder: completion of East County CARE Center construction

    Pet Assistance Support (PAS)

    Amount: $174,388

    Use By: 6/30/22

    Uses: for Collaborative Applicant to provide shelter, food and basic veterinary services owned by individuals experiencing homelessness, staffing and liability insurance related to providing services.
