Baseline: 19.5 cases of AIDS per 100,000 persons aged 13 years and older in 1998. Data are estimated; adjusted for delays in reporting.
Target setting method: Better than the best.
Data source: HIV/AIDS Surveillance System, CDC, NCHSTP.
